The mother of a toddler who fell to his death from the balcony of a flat has said the family are "devastated by the loss of our special boy".

Kaleb Taylor died last Saturday after falling from the third-floor flat, little more than two weeks before his second birthday.

Police and social services are investigating Kaleb's death at the housing association flat in Torquay, Devon.

He died from head injuries after being taken to Torbay Hospital from outside the family home in Lichfield Avenue after the fall at around 7.40pm last Friday.

Flowers were left at the scene as a mark of respect by friends and family.

His mother Michelle Taylor, 34, told the Torbay Herald Express: "As a family we are devastated by the loss of our special boy. We would like to say thank you for all the tributes that people have left."

Reports suggest that Kaleb may have fallen after getting on to a chair on the balcony and toppling over the edge.

Inspector Adrian Leisk, of Devon and Cornwall Police, told the paper: "It was one of the worst incidents the guys have had to deal with, both at the scene and at the hospital supporting the family afterwards. It has saddened everybody involved."

Police are not treating the death as suspicious, but Torbay Council and Sanctuary Housing, which owned the flat where the mother and son lived, have launched their own inquiries into what happened.

Mr Leisk said: "There will be an investigation involving police and social services. We are trying to understand the events that led up to this tragic conclusion."
